Humphries says numerous upperclass players would sexually and violently haze freshman while saying phrases like "I am going to f*ck you" and "I am going to Sandusky you".
In a federal lawsuit filed against Franklin and current Penn State player Damion Barber on Tuesday, former Nittany Lions defensive back Isaiah Humphries claims he transferred to the University of California, Berkeley because of incessant and overtly sexual hazing, which included upper classmen shoving their bare genitals into the faces and backsides of their younger teammates. Humphries also alleges that he was threatened by Luketa who said he would be "gunned down" if he visited his city.
The participants allegedly referenced former defensive coordinator Jerry Sandusky - who is serving a 30- to 60-year prison term for sexually abusing children - by exclaiming, "I am going to Sandusky you".
"Despite the harassment and hazing which was occurring in the football locker room having been reported to defendant coach James Franklin and other members of the Pennsylvania State University football team coaching staff no substantive action was taken by defendant James Franklin or other members of the coaching staff to prevent it".
Matt Miller of PennLive.com obtained a copy of a federal lawsuit that was filed in U.S. Middle District Court on Tuesday by former Penn State defensive back Isaiah Humphries. "In addition, Penn State police investigated related allegations and forwarded the results of that investigation to the Office of the Centre County District Attorney".
Humphries is seeking financial damages for harm to his physical and mental health, as well as his football career. Those who resisted were bullied, he contends.
Humphries said the hazing was observed by coaches and that they didn't intervene.

Humphries claims Barber was charged with violating Penn State's anti-hazing policy and sanctioned after an investigation by the university's Office of Sexual Misconduct Prevention and Response past year.
Humphries left Penn State after 2018.
When he made a decision to leave, Penn State coaches gave negative reviews to their counterparts at other college programs to which he was considering transferring, Humphries contends.
Numerous team members, and others associated with the football program, were interviewed and overwhelmingly they disclaimed, or flat out denied the allegations, with most saying it was just locker-room horseplay, or teammates joking around, and they felt that the original complaint came from a player looking for a quick transfer to another school.
A safety, Humphries was a four-star recruit for the Lions from Sachse, Texas. Humphries sat out the 2019 season and will play for the PAC-12 school as a redshirt sophomore in 2020.
