Rajapaksa was secretary of the defense ministry in a government led by his brother, former President Mahinda Rajapaksa, and is credited with playing a crucial role in ending the separatist civil war by ethnic Tamil rebels.
Echoing Sinhala nationalist sentiments, Rajapaksa in his address said: "I am duty-bound and committed myself to protect and develop Buddhism during my tenure".
Turnout in Saturday's vote was 83.7 per cent.
With almost 1.4 million votes' lead, Rajapaksa won all except one district of Sinhala majority in southern Sri Lanka while his opponent Sajith Premadasa won nine districts out of which eight are from Tamil majority northern and Muslim majority eastern provinces.
"I consider national security to be our primary responsibility", he stated, noting that his administration would rebuild and strengthen the nation's security apparatus.

Perera (Digital Infrastructure and Information Technology) and Harin Fernando (Sports, Telecommunications and Foreign Employment) are the latest to resign from their respective portfolios.
