U.S. Ambassador to the European Union Gordon Sondland will criticize President Trump before Congress Thursday, saying he disagreed with his decision to involve his personal attorney in Ukraine policy and delay aid to the country. The White House ultimately agreed to release the aid to Ukraine last month.
The White House acknowledged Thursday that President Donald Trump's decision to hold up military aid to Ukraine was linked to his demand that Kyiv investigate the Democratic National Committee and the 2016 USA presidential campaign. It's illegal to seek or receive foreign help of value in a US election.
Trump's acting chief of staff, Mick Mulvaney, says Trump held up military assistance to Ukraine in part because of concern about corruption in that country.

Trump letter to Erdogan
He said that President Donald Trump made it clear that had Turkey not agreed, the USA would impose more economic sanctions . Soon after it was released, though, the White House confirmed that the letter was genuine.
"Our view was that the men and women of the State Department, not the president's personal lawyer, should take responsibility for all aspects of USA foreign policy towards Ukraine", he says. Mulvaney added that he himself was not asked to do so.
"You may not like the fact that Giuliani was involved", he told reporters.
Democrats plodding their way through hours of witness testimony during a week of closed-door hearings said Mulvaney's admissions were game-changing in the impeachment inquiry.
Mulvaney also said that one of the stipulations for Ukraine receiving aid was that Kiev cooperates with CT U.S. Attorney John Durham's investigation into the origins of the 2016 Russian Federation investigation.
He responded: "We do that all the time".
