BREXIT CHAOS The European Union, which has grappled with the Brexit crisis since Britons voted 52%-48% to leave in a 2016 referendum, decided on Sunday to play for time rather than rush to decide on Johnson's request for a delay.
Bercow - whose rulings in favour of backbench lawmakers have stymied government plans a few times before - said the motion proposed by the government was "in substance the same" as the one Parliament dealt with on Saturday (Sunday, NZT).
"The meaningful vote will go ahead if the speaker allows it and if no amendments are selected which would render the vote pointless".
Bercow cited a parliamentary rule dating back to 1604 under which the government can not repeatedly ask Parliament to vote on the exact same motion.
"MPs and peers will today have in front of them a bill that will get Brexit done by October 31, protect jobs and the integrity of the United Kingdom, and enable us to move onto the people's priorities like health, education and crime", Brexit Secretary Steve Barclay said in an emailed statement.
Johnson's ministers said they were confident they had the numbers to push a deal through parliament, though there was concern that amendments could wreck Johnson's deal.
"The negotiations with the European Union have already gone on far too long".
Riding high in the polls, Mr Johnson has already tried twice to get an early general election to try and win back a majority in parliament. Johnson's government says it still thinks it can get Parliament's backing for the deal and pass the legislation needed to implement it in time to meet the deadline and leave in good order.
