The case, made famous by Eric Garner's plaintive cries of "I can't breathe" with officer Daniel Pantaleo's arm wrapped around his neck, tore at the NYPD for five long years while the U.S. dealt with a series of other cases of white officers killing unarmed African-American men.
In July the Department of Justice declined to file federal civil rights charges against Pantaleo for his role in Garner's death. They said Pantaleo's firing after five years is the first step to justice.
O'Neill said he thought Pantaleo's use of the banned chokehold as he wrestled with Garner was a mistake that could have been made by any officer in the heat of an arrest.
They are demanding the state of NY pass the Eric Garner law which bans the chokehold used in the confrontation that led to Garner's death. In video of the arrest, Pantaleo can be seen wrapping one arm around Garner's shoulder and the other around his neck before jerking him back and pulling him to the ground.
Garner, who was 43, was stopped by police for selling untaxed loose cigarettes on a New York City street.
Garner's death sparked the Black Lives Matter movement.
O'Neill said contributions Pantaleo has already made toward his pension will be returned to him.
"This action should have been taken years ago", said Nicole Paultre Bell, whose fiancé, Sean Bell, was killed in an NYPD fusillade in 2006 hours before their wedding.
"We are asking the commissioner to make the right decision - that officer Pantaleo and all the officers who was involved in my son's death that day need to be off the force", she continued.

O'Neill noted that the NYPD ranks would be unhappy with the decision and Pantaleo's treatment, and took time to praise Pantaleo as "a hardworking police officer with a family, a man who took this job to do good, to make a difference in his home community [who] has now lost his chosen career".
New York City's biggest police union, the Police Benevolent Association, criticized O'Neill's decision, accusing the commissioner of choosing "politics and his own self-interest over the police officers he claims to lead".
Police went into the neighbourhood to enforce a series of petty crimes that reduced the quality of life in the neighbourhood, O'Neill said.

In 2015, the city of NY reached a settlement with the family for $US5.9m after they brought a wrongful-death lawsuit claiming that Garner was not given sufficient medical aid by emergency officials.
He said that it had been a hard decision, adding that some police officers would be "angry" with him, but he was absolutely sure he had made the correct one.
Mayor de Blasio meanwhile remained stubbornly silent about the case, refusing to even express an opinion about whether Pantaleo should remain on the force, for fear of prejudicing the outcome of an internal departmental trial.
Garner's wife, Esaw Garner, was able to procure a almost $6 million judgment against the city after his death.
