23 towns in Texas had their computer systems hacked and their data held hostage in a large-scale coordinated ransomware attack on August 16, the Texas Department of Information Resources (DIR) said in a press release.
It didn't name the affected agencies or provide details about the attacker's demands.
"Ransomware is mostly opportunistic", Calkin said.
In May a ransomware attack crippled local government services in the city of Baltimore. The Texas Military Department, the Texas A&M University System's Cyberresponse and Security Operations Center, and more state and federal agencies are also contributing resources to the various jurisdictions.
"The IU Cybersecurity Clinic is created to help these types of clients across the state better manage these types of threats, while helping to address the cybersecurity workforce shortage by providing students with applied, real-world cybersecurity training", he said. Several cities in Florida also were affected and were forced to pay thousands of hundreds of dollars.
Officials in at least two cities - Borger and Keene - have said they were among those targeted.

The DIR declined to comment beyond the news release. It proposes that people ought to take advantage of training and they should "not open suspicious or unexpected links or attachments in emails".
The state of Texas has come under fire from a coordinated ransomware attack affecting over 20 local authorities. In June, Lake City, Florida, officials paid hackers $460,000 to restore email and other servers.
Speaking with The New York Times, Allan Liska, an analyst with the cybersecurity firm Recorded Future, said the Texas ransomware attack was the largest so far, and possibly the first time he's seen a coordinated attack of this nature.
Sprehe said he didn't know whether any of the affected Texas municipalities have or plan to cave to the attacker's ransom demand.
