This year, Washington has been pushing European allies to help put "maximum pressure" on Iran - through sanctions and other means - to force Tehran to the negotiating table over its nuclear program.
If Tehran were convinced Europe could begin to fulfil its side of the bargain on the nuclear deal - that is, to ensure Iran could continue to trade in key industries, notably oil - Iran could then reverse the measures it took to ramp up its nuclear programme.
Iran has also presented proposals so that the JCPOA would be implemented completely, Zarif was quoted as saying.
Zarif said "France provided offers regarding the JCPOA implementation and the steps that the parties need to take and we, for our part, had an offer so that the JCPOA is fully implemented".
