According to the report, Trudeau tried to encourage former justice minister Jody Wilson-Raybould to reach a deferred prosecution agreement with Quebec-based engineering firm SNC-Lavalin.
Trudeau's counsel wrote that Wilson-Raybould's anger at being shuffled out of the justice minister and attorney general position "coloured her perception of prior events", and that she "failed in her duty" as attorney general to "acquaint herself with all the relevant facts" and to make a meaningful independent decision of her own, instead of relying on the decision of the Director of Public Prosecutions.
"The prime minister, directly and through his senior officials, used various means to exert influence over Ms. Wilson-Raybould", Dion wrote in his report. The company had found itself in a spot of deep bother over bribing Libyan officials, a point it claimed in February 2015 was the result of "alleged reprehensible deeds by former employees who left the company a long time ago". SNC wanted such a deal because, if criminally convicted, it would face a 10-year ban on bidding for federal contracts.
It's not the first time Trudeau has violated the act.

Wilson-Raybould's replacement as attorney general, David Lametti, has so far only said he is considering the issue.
Trudeau is the first prime minister found guilty of violating a federal statute. Wilson-Raybould was concerned that these agreements were being rushed. Philpott had resigned her cabinet post in solidarity with Wilson-Raybould and criticized Trudeau's handling of the case.
"The SNC-Lavalin controversy is certainly reignited and fits with the Conservative narrative that the Trudeau is no angel", Wiseman said.

Mr Dion found that Mr Trudeau and other officials made a series of "flagrant" attempts to influence Ms Wilson-Raybould to change her mind and "directed his staff to find a solution that would safeguard SNC-Lavalin's business interests in Canada".
Opposition Conservative leader Andrew Scheer renewed calls for police to investigate and called SNC-Lavalin a "Liberal" linked corporation that defrauded some of the poorest people on earth.
It is Wilson-Raybould's testimony that on two occasions she warned Trudeau's advisers they were overstepping, but those advisers told Dion that no such objections were raised. "Mr. Trudeau's counsel submitted that, in sum, Ms. Wilson-Raybould's decision-making process was inadequate and infected by legal misunderstanding and political motivation", reads Dion's report.
