"We have been only too tragically reminded in the last couple of days, again in Melbourne with the appalling murder of Courtney Herron, that the safety of women is something that must concern us all", she told ABC radio on Monday.
The man accused of murdering 25-year-old Melbourne woman Courtney Herron on Saturday morning and leaving her body in a city park has been identified.
Authorities claimed her allegedly battered body had been concealed next to bushes.
The man, of no fixed address, also has a possible autism spectrum disorder diagnosis, lawyer Bernie Balmer told the court as Hammond was remanded in custody until September 16.
Detective Inspector Andrew Stamper from the homicide squad said Ms Herron had experienced issues with drugs and mental illness and had been couch surfing.
The arrest comes after Nindara Edwards Norris, the sister of the 25-year-old's ex-partner Terrick Edwards, revealed to The Age she called him hours before she died, but he missed the call and now feels responsible for not offering her a safe place to stay.
He said she may have been sleeping rough but it was not clear whether she had been sleeping in the park.
The bashing death of homeless woman Courtney Herron in suburban Melbourne has prompted a commitment from Canberra to do more to protect women's safety. She said that her family was "loving, kind and supportive".
Her death came six months after Dixon was found dead at a Melbourne park.

That is a sentiment echoed by Assistant Commissioner Luke Cornelius, who yesterday told reporters Melbourne was a safe city but attitudes against women needed to change.
"Every time I hear of a women being attacked in our community, whether it's in their home or on our streets, for me as a man it gives me pause for reflection about what is it in our community that allows some men to think that it's still ok to attack women or take from women what they want".
