Sen Bob Menendez, D-N.J., the ranking member of the Senate Foreign Relations Committee, speculated that Haspel didn't attend the briefing because she "would have said with a high degree of confidence that the crown prince of Saudi Arabia was involved in the murder of Jamal Khashoggi".
He noted that there have been reports that the Central Intelligence Agency has concluded that Saudi Crown Prince Mohammed bin Salman was complicit in Khashoggi's murder, but he has not been allowed to see what evidence - direct or indirect - led to that conclusion.
USA intelligence officials have concluded that the crown prince, known informally as "MBS", must have at least known of the plot.
"There's not a smoking gun - there's a smoking saw", Republican Sen.
"I'm not going to blow past this", he said. "I think he is unsafe, and he has put the relationship at risk". President Donald Trump has equivocated over who is to blame.
Khashoggi, a US resident who wrote for the Washington Post, was killed inside the Saudi consulate in Istanbul in October. If he was in front of a jury he would have a unanimous verdict in 30 minutes.
Sen. Bob Corker says a jury would find the Saudi crown prince 'in about 30 minutes.'
Senate Majority Leader Mitch McConnell, R-Kentucky, said Congress is looking for an "appropriate" response to Khashoggi's murder, but said the USA needs to maintain its relationship with Saudi Arabia.
The Senate is due to vote in the coming days on a measure that would cut off USA military support for Saudi military operations in Yemen.
Ms Haspel annoyed Senators last week when she failed to appear before them when Secretary of State Mike Pompeo and Defense Secretary Jim Mattis addressed the issue.
USA lawmakers have repeatedly called for the Central Intelligence Agency and the Trump administration to release all the information they have related to the Khashoggi case.
Paul said if he was allowed into the secure room for the briefing, he'd ask Haspel - a Kentucky native - several other questions, including whether there were text messages sent from the killers to the crown prince's office.
