He added that the limousine accident is the most deadly transportation accident to occur in the United States since a 2009 plane crash in upstate NY that killed 49 people.
The accident happened in Schoharie, which is about 270km north of New York City, on Saturday afternoon local time.
"Linda Riley of Schenectady, New York, says she was in a parked vehicle at the Apple Barrel Country Store in Schoharie (skoh-HAY'-ree) on Saturday when she heard the noise".
Relatives said the limousine was carrying four sisters and their friends to a birthday celebration for the youngest.
Jessica Kirby, the manager of the Apple Barrel Country Store, told the New York Times that the limousine was probably traveling over 60 miles per hour as it came over the hill, and that the store was crowded with visitors from out of town because of the long holiday weekend.
State police confirmed Sunday the death toll and said the crash involved two vehicles.
Calls to the Apple Barrel Country Store and Cafe were not answered Sunday afternoon.
