India's government has decided to make the practice of instant triple talaq a punishable offence through an executive order after the law failed to pass in parliament in August.
The Muslim Women (Protection of Rights on Marriage) Bill 2017 was passed in the Lok Sabha in December previous year.

"Modi government not making this an issue for justice for Muslim women, but making this into a political issue", said Congress spokesperson Randeep Surjewala.
The bill presented in the Rajya Sabha included three changes.
Further, in order to safeguard the rights of the woman against whom Triple Talaq has been pronounced, she would be entitled to subsistence allowance for herself and her dependent children, at the discretion of the Magistrate.
Citing details of instant triple talaq cases, the minister said till now 430 incidents of triple talaq have come to the notice of the government through the media.
In its first reaction, the Congress said the amended bill doesn't address their concerns about how a triple talaq victim will be compensated if the husband is jailed. In a landmark 3-2 verdict, the top court found the practice un-Islamic and "arbitrary", and disagreed that triple talaq was an integral part of religious practice.
Instant triple talaq or talaq-e-biddat is a practice that was challenged in the court.
