The NSW Rural Fire Service has completed the first stage of property assessments following the fire, which has burnt through more than 3,300 hectares and is still out of control.
A total fire ban was issued for Sydney, the Illawarra and Hunter regions on Wednesday - something not seen so early in the season in almost a decade.
The blaze at Mount Kingiman, near Ulladulla, had burned through more than 1100 hectares.
Residents in the Woodstock area are advised to seek shelter in a solid structure as the fire approaches, with those in Burrill Lake, Kings Point and south of Ulladulla urged to move north.
An emergency centre has been set up at the Ulladulla Civic Centre.

Earlier, dozens of fire trucks lined streets as people covered their faces at Bomaderry, near Nowra, as they tried to avoid breathing the plumes of smoke that were rising above homes.
Two separate blazes in Ellangowan and Ramornie in northern NSW were also downgraded from watch and act warnings to advice alerts.
The RFS has urged property owners to think twice before burning off on Wednesday, as temperatures rise to the mid-20s.
There are now "Very High" fire danger conditions, with this making it hard to bring the fire under control.
