In a Monday press conference, Anthony said that Pitts, who was born in Philadelphia, revealed his plans to an undercover cop.
Anthony says it's not clear how close Pitts was to carrying out his threats, but he says authorities couldn't sit back and wait.
He also wanted to conduct an attack in the future in Philadelphia, said Anthony. In his final meeting with an undercover agent, he said he was ready to strike and had no regrets about the innocent people who would be killed.
In their conversations, Pitts allegedly laid out possible attacks on military bases, service members, federal buildings and a cathedral in downtown Cleveland and expressed a desire to harm President Donald Trump. The statutory max sentence for that charge is 20 years in prison. Officials said he indicated he would travel downtown and surveil potential targets including Voinovich Park near the U.S. Coast Guard station.

Officials also said it was not clear if Pitts had a network inside the USA or overseas.
They had been watching him for months after he made statements in support of Al-Qaeda and expressed "violent intentions" against groups including the USA armed forces, Anthony said.
"Just last week, during an in person meeting with our undercover agent, Pitts suggested words to the effect: "I did tell myself that their holiday is coming... what would hit them in the core? I'm gonna be somewhere cuz I wanna see it go off", Pitts told the agent". He said: "We serve Allah". He stated that a truck bomb packed with explosives, like the one used in Oklahoma City, would be the best way to cause maximum damage.
