"Russia is closely examining this request and is seeking additional information on every single case of "illegal" transfer of petroleum to the DPRK", or North Korea, claimed by the USA, said the Russian mission in an email to council members seen by AFP.
"The difference was in the fall of 2017 when China started to enforce some of these sanctions in a much more stringent way than they had in the past", Silberstein said. Haley is doing heavy lifting in an effort to show the Security Council that North Korea is in "breach" of sanctions that cap the transfers of refined petroleum products at 500,000 barrels a year.
The U.N. Security Council has unanimously boosted sanctions on North Korea since 2006 in a bid to choke off funding for Pyongyang's nuclear and ballistic missile programs.
"Everybody should fully implement resolutions passed by the Security Council", he told reporters after Pompeo's briefing.
The cutoff of fuel has been primarily enforced by China, which supplies North Korea with most of its energy needs, but also Russian Federation, which has delivered some oil to Pyongyang.
The U.S. and North Korea have met twice this week, but to discuss the return of remains of Americans who were prisoners of war or missing in action during the Korean War.
Russia's deputy United Nations ambassador, Dmitry Polyansky, said that Pompeo confirmed the U.S. Both Moscow and Beijing have called for the relaxation of sanctions on North Korea. We didn't block anything - we put it on hold.
But North Korea has taken no demonstrable steps towards denuclearization, and now, according to Pompeo and Haley, it is violating those sanctions with Chinese and Russian help by illegally smuggling petroleum products into the country at levels higher than allowed by United Nations sanctions. The scope and scale of that is agreed to.

The quota on refined petroleum products was one of the tough sanctions imposed by the Security Council last December in response to North Korea's launch of a ballistic missile that Pyongyang said is capable of reaching anywhere on the USA mainland. Are they telling us that they want to continue supplying this oil?
"What we need now, though, is we need to continue that", Pompeo said.
Pompeo called for an end to the illegal ship-to-ship transfers of fuel while Haley rejected the Chinese and Russian appeal for more time, saying the United States had photographs as proof of the violations.
