The Palestinian ministry of education has made a decision to start the schoolyear early in a Bedouin village in the West Bank that is slated for demolition.
The law will change the forum to which Palestinians bring claims of ownership over land that has been built on by Israeli settlers, from the High Court - which tends to rein in settlement building - to the Jerusalem District Court, which for all intents and purposes would make demolition requests more hard for Palestinians, as they would have the burden of proof.
Palestinian petitions dealing with restraining orders, requests to enter Israel, construction in Judea and Samaria and freedom of information will first be heard by the Jerusalem District Court. Likewise, the military carried out a large-scale raid on the Jenin refugee camp, where they detained a Palestinian; as well as in the village of Faqqua - north of the camp - in an operation that culminated in the arrest of two other citizens.
A bill that would force Palestinians without Israeli citizenship to petition the Jerusalem District Court before appealing to the Supreme Court was approved by the Knesset's Constitution, Law and Justice Committee on Sunday.
Worldwide law views the West Bank and East Jerusalem as "occupied territories" and considers all Jewish settlement-building activity on the land as illegal.
Israel's Supreme Court has suspended the planned demolition pending an appeal amid global opposition to the move.
