"Everyone would think he'd gone mad", said the Foreign Minister. No panic. Pro bono publico, no bloody panic.
Speaking to BBC Radio 4's Today programme, Howard said: "If there are people in the Treasury who are doing that, then they shouldn't be, and I deplore that".
Boris Johnson, the United Kingdom foreign secretary, said he is "increasingly admiring" of President Donald Trump, particularly the "madness" of his negotiating strategy. I don't know about a meltdown I'm not as close to the negotiations as Boris is.
Boris Johnson's comments - made at the Institute of Directors to members of a Thatcherite campaign group called Conservative Way Forward - came as pressure was already mounting on Prime Minister Theresa May from within her own Cabinet over Brexit.
"Imagine Trump doing Brexit", Johnson said.
Noting that a potential showdown with the European Union might lead to a "meltdown", he assured the crowd that "it's going to be all right in the end".
The site only published audio that related to Brexit negotiations.
"I am increasingly admiring of Donald Trump", Johnson says in the excerpt, BuzzFeed reported. But actually you might get somewhere.
This time past year he had quite a tough adversary: a country with enough self-confidence to vote to leave the European Union led by a hugely popular Prime Minister.
Warriors sweep away Cavaliers to repeat as National Basketball Association champions
The Golden State Warriors have made a living out of turning defense into offense since Steve Kerr took over the helm in 2014. Durant, LeBron James (2016) and Andre Iguodala (2015) are the three recipients of the honor in the past four years.

Brazil play their final World Cup warm-up game on Sunday against Austria in Vienna with Fred expected to sit out as a precaution. Brazil team doctor Rodrigo Lasmar says the midfielder will undergo further tests to understand how serious the injury is.
He said the establishment was seeking to ensure that Brexit "does as little change as possible", but "the risk is that you will end up in an anteroom of the European Union, locked in orbit around the EU".
Johnson said Prime Minister Theresa May was beginning to take a harder line but that there would be a need for level-headedness as talks became more difficult in the months ahead. "It's a very, very good thought", he added.
A spokesperson for May, who is now out of the country at the G7 summit in Canada, told reporters the Prime Minister still had confidence in her foreign secretary.
Johnson said that he had spoken with U.S. Secretary of State Mike Pompeo about the situation in North Korea, and his American counterpart asked Britain to "use our nuclear expertise to dismantle Kim Jong Un's nuclear missile".
May reacted defiantly to Johnson's comments, stressing that he was not the only one with strong views on Brexit.
Under the new backstop proposals, if no agreement on customs has been implemented by the end of 2020, a temporary arrangement would ensure that no "tariffs, quotas, rules of origin (or) customs processes" applied to UK-EU trade.
Mrs May's draft proposal was set to continue no longer than December 2021 - a year after the transition period, which ends on December 2020.
It comes as the PM's latest Brexit proposals received a frosty reception in Brussels, Michel Barnier raising objections to her plan for a time-limited customs backstop covering the whole UK.
