It emerged over the weekend that security services expect the threat from Islamist terror to remain at its current heightened level of "severe" for at least another two years, while they assess that the risk from extreme right-wing terrorism as increasing. MI5 and police are running more than 500 live operations involving roughly 3,000 "subjects of interest" at any one time.
However, more than 20,000 people who have previously been investigated and categorised as a "closed subject of interest" could still pose a threat, officials warn. An extra 1000 security services staff will also be recruited to collect and analyse data as well as keep suspects under better surveillance.
In a significant shift, MI5 will share its intelligence more widely and work with partners such as local authorities on how best to manage the risk posed by closed subjects of interest.

The Home Secretary also reaffirmed his commitment to the UK's leading role internationally in tackling terrorism - committing to the Global Coalition's campaign against Daesh and focusing specifically on raising global aviation security standards and preventing terrorist use of the internet.
Recently-appointed interior minister Sajid Javid said the new strategy incorporated lessons from attacks in London and Manchester previous year which killed 36 people, and would help Britain tackle an evolving threat.
Central to the new strategy is working in partnership at worldwide, national and local level, between government, agencies, the private sector and communities.
Security Minister Ben Wallace told the BBC that the new counterterrorism strategy will attempt to persuade individuals to "disengage" from extremist ideology and will focus on supervising those convicted of terror offences after they are released from prison.
"My message to those who seek to target our way of life or try to divide us is clear - our resolve to stand firm and overcome this threat together has never been stronger", the Prime Minister said.
Since the attack at Westminster in March 2017, police and the intelligence agences have successfully foiled a further 12 plots by Islamists and four by extreme right-wing groups.
"Our greatest strength lies not only in what we do but who we are and the values and freedoms we hold dear", Javid added."That is why everyone has a part to play in confronting terrorism".
