Signs of flooding could still be seen three miles away from Main street, with one road even breaking from the pressure of the water.
Others said they gathered in the second story of a building to anxiously watch the seething waters. Local officials recently said that 96 percent of the businesses were back in operation and more than 20 new businesses had again opened in the Main Street area. Hogan says he has directed the Maryland Emergency Management Agency to assist Ellicott City to recover.
Videos showing muddy water running through the Ellicott City, which has been the hardest hit by the raging waters, have inundated Twitter. That's in the same area devastated by flash flooding in July 2016. Officials say there have been no reported deaths or injuries.

In a tweet Sunday evening, Maryland Governor Larry Hogan warned the flooding was "moving towards central Maryland", and urged residents to "avoid travel". Residents were urged to avoid the area, and those trapped were told to seek higher ground and await rescue.
