Moore's mother filed a wrongful death lawsuit against Buck, 65, in February alleging that he injected her son with a lethal dose of crystal methamphetamine.
"It's incomprehensible to me that it took a third black gay man to be attacked and nearly die to finally dissolve the unconscionable apathy that has allowed Ed Buck, a racist sexual predator, to roam free", said Bass, whose district adjoins Buck's home neighborhood of West Hollywood.
Homicide investigators had previously called on prosecutors a year ago to consider a case against Buck based on charges of murder, voluntary manslaughter, and furnishing and possessing drugs in connection to Moore's death, but the L.A. County district attorney declined to file a case due to insufficient evidence, according to the L.A. Times.
Buck was transferred into federal custody Thursday following his appearance in state court. He was held on $4 million bail. The men died 18 months apart, the first in July 2017 and the second in January 2019.
Buck was visited by a young black man at his West Hollywood apartment earlier this month.
The man returned to Buck's home a week later, on September 11, and Buck again allegedly injected him with "two dangerously large doses" of drugs.
He faces up to five years and eight months in state prison if convicted on the local charges. "Moore's death was ruled an accidental methamphetamine overdose, the Department of Medical Examiner - Coroner's website says".

Buck's attorney, Amster, had said Dean came to Buck's home under the influence and did not ingest any drugs while there.
"Buck's aggressive and malevolent behavior led to the death of two men in Buck's apartment, Gemmel Moore and Timothy Dean", the papers say. By sunset, Moore, 26, would be dead on a mattress on the floor of Buck's Los Angeles-area home.

That latest incident helped trigger the charges filed against Buck this week. One fetish involved administering risky doses of drugs, the documents said.
'Not deterred by the senseless deaths of Moore and Dean, ' the memo claims, 'the defendant almost killed a third victim last week. Another time Buck injected this person, he immediately lost consciousness and awoke to discover his anus bleeding and a third man filming him, the complaint said.
They allege he used drugs, money, and shelter as bait to lure men struggling with addiction and homelessness into his apartment, where he "manipulates them into participating in his sexual fetishes", according to court documents.
