Though Union health minister Dr Harsh Vardhan met representatives of All India Institute of Medical Sciences (AIIMS) and Resident Doctors' Association (RDA) in New Delhi on Friday, the deadlock failed to end.
Striking doctors from Safdarjung Hospital marched towards the arterial Ring Road after the medical superintendent warned of strict action against them if they failed to resume work.
An official spokesperson said elective services would be suspended, but emergency and intensive care areas, including emergency operation theatres, would not be affected.
"While we appreciate the gesture of the Hon'ble Union Health Minister, Dr Harsh Vardhan, in attempting to explain and clear our apprehensions regarding the controversial provisions in the NMC Bill 2019 cleared by Rajya Sabha, we regret to inform that numerous concerns pertaining to medical fraternity have not been adequately addressed, " AIIMS said in a press statement.
The health minister made the appeal during a meeting with a delegation of resident doctors from AIIMS, and various other associations on Friday. It was unanimously passed in the Lok Sabha on Monday amid protests by the opposition who called it an act of "diluting power" from the doctors' fraternity to the government.
Doctors of several associations have been expressing reservations over certain provisions of the bill.

Doctors have also been raising their voices against sections 32 and 15 of the Bill pertaining to licensing of health providers and the entrance exam for post-graduate course/NEXT.
"The provisions of the said bill are nothing short of draconian and promote gross incompetence and mockery of professionals now working day and night and sacrificing their youth for this broken system", the AIIMS RDA, the FORDA and the URDA had earlier said in a joint statement.
He also assured the country that the bill, if passed, would bring major changes in the medical education sector.
As per the Bill, of 25 members proposed for the NMC, only five would be elected which means the non-elected members would be either government officials or those nominated by the government.
