At least four of the victims were staying overnight at the residential house that had been turned into a child care centre, Erie Chief Fire Inspector John Widomski told the Erie Times-News. It was unclear early on Monday whether the fifth child belonged to the family that lived in the house.
Two teenaged boys escaped by climbing out a window, news media reported.
The fire, reported around 05:15 on Sunday remained under investigation by police and fire officials, Lieutenant Szocki of the City of Erie Police Department told Reuters news agency.
Still, the day care received a full fire inspection on December 28, 2018, and was found to be in compliance.
"If there were the proper amount of smoke detectors in this structure, then most, if not all, would have survived", Santone told CNN and local media.
Investigators say the fire appeared to have started in the front living room area of the first floor of the facility.

The authorities are investigating the cause of a fire that swept through a home daycare centre in Erie, Pennsylvania, killing five children trapped inside.
