Harris' proposal, released a day before the second round of presidential debates begins, essentially seeks to thread the Democratic Party's disparate camps, nodding to the demands of the progressive base while acknowledging that some voters are nervous at the prospect of losing private coverage provided by their employers.
Americans are eager to hear the Democratic presidential contenders talk about health care at his week's debates on CNN, but they are more mixed in their support for the candidates' proposals. "The result? A Bernie Sanders-lite Medicare for All and a refusal to be straight with the American middle class, who would have a large tax increase forced on them with this plan".
Second, Harris's bill would extend the transition period from four to 10 years, providing for what she says would be a less expensive transition than one carried out over a shorter period. Bernie Sanders, I-Vt., and former Vice President Joe Biden.
Harris seemingly walked back her support for eliminating the entire private health insurance market after saying she misinterpreted a question at the first round of Democratic debates in June. Instead, they would be able to offer their own Medicare plans, so long as they adhere to certain standards. And she sees a role for private insurers as long as they play by Medicare's rules.
After 10 years, Harris says every American would be enrolled in a Medicare plan.
Many Democratic hopefuls running for the 2020 nomination have taken on the issue in the current campaign. "Folding to the interests of the health insurance industry is both bad policy and bad politics", Sanders campaign manager Faiz Shakir said in a statement.
Harris said a Wall Street transaction tax - levied on trades of stocks, bonds and derivatives - would help cover some of the costs, in addition to the aforementioned taxes on the wealthy.
Biden said the notion of imposing Medicare for all without raising taxes on the middle class is a "fantasy world". That's why I propose that we exempt households making below $100,000 [from new taxes to pay for single payer], along with a higher income threshold for middle-class families living in high-cost areas.
Harris said all medically necessary services will be covered, including emergency room visits, doctor visits, dental, hearing aids, mental health, substance use treatment and comprehensive reproductive health care services.

She maintains that under Trump's leadership, 7 million people have lost coverage and 21 million more are at risk of losing their insurance as the administration and republicans challenge the Affordable Care Act in court. This would function similar to how private Medicare plans work today, which cover about a third of Medicare seniors, and operate within the Medicare system.
During the first set of presidential debates she appeared to suggest that she supported abolishing private insurance, later clarifying that she does not.
This morning, Harris released a plan created to reconcile her health policy contradictions.
Sanders has said that one option for paying for part of that hefty price would be a 4 percent tax increase on families making more than $29,000 each year.
Perhaps the most efficient way to achieve that would be to combine the top three revenue generators listed: Raise the payroll tax (paid for by workers and employers) by ten percentage points for everyone, impose a brand new 20 percent national VAT/sales tax, and hike income tax rates across the board by ten percentage points.
While Harris has signed on to a variety of health-care reform bills over the years - including Sen. She said those ideas would provide a total of over $2 trillion over 10 years.
