According to the report, Trudeau tried to encourage former justice minister Jody Wilson-Raybould to reach a deferred prosecution agreement with Quebec-based engineering firm SNC-Lavalin.
Trudeau's counsel wrote that Wilson-Raybould's anger at being shuffled out of the justice minister and attorney general position "coloured her perception of prior events", and that she "failed in her duty" as attorney general to "acquaint herself with all the relevant facts" and to make a meaningful independent decision of her own, instead of relying on the decision of the Director of Public Prosecutions.
"The prime minister, directly and through his senior officials, used various means to exert influence over Ms. Wilson-Raybould", Dion wrote in his report. The company had found itself in a spot of deep bother over bribing Libyan officials, a point it claimed in February 2015 was the result of "alleged reprehensible deeds by former employees who left the company a long time ago". SNC wanted such a deal because, if criminally convicted, it would face a 10-year ban on bidding for federal contracts.
It's not the first time Trudeau has violated the act.
All the virtue signalling, all the self-righteous platitudes, all the holier-than-thou Conservative-bashing in the world won't remove the bad stain Justin Trudeau and his Liberal government must now wear.
Wilson-Raybould's replacement as attorney general, David Lametti, has so far only said he is considering the issue.
Trudeau is the first prime minister found guilty of violating a federal statute. Wilson-Raybould was concerned that these agreements were being rushed. Philpott had resigned her cabinet post in solidarity with Wilson-Raybould and criticized Trudeau's handling of the case.
"The SNC-Lavalin controversy is certainly reignited and fits with the Conservative narrative that the Trudeau is no angel", Wiseman said.
What Miley Cyrus' "Slide Away" Lyrics Say About Liam Hemsworth Split
Liam Hemsworth has mostly avoided the stereotypical "party boy" image that follows many young stars as they rise to fame. Rather than the funky bops she recorded for her She Is Coming EP, it was a much more introspective, somber affair.

Clinton and Trump both said they had not seen Epstein in years when new charges were brought against him last month. Attorney General William Barr has said the criminal investigation into any possible co-conspirators would continue.
Dayton Killer Had Cocaine, Alcohol in His System: Coroner
Authorities say there's no indication Ethan Kollie knew Connor Betts was planning the August 4 mass shooting. Police said they were unsure if any of the 17 people injured in the shooting were struck by police gunfire.
"I disagree with some of (the commissioner's) conclusions but I fully accept this report and take responsibility for everything that happened", he said.
"There were multiple attempts to improperly influence my decision as attorney general whether to intervene in a criminal prosecution", she said in a statement.
"We're not surprised by the ethics commissioner's report".
NDP ethics critic Charlie Angus described the report as a "political bombshell".
Mr Dion found that Mr Trudeau and other officials made a series of "flagrant" attempts to influence Ms Wilson-Raybould to change her mind and "directed his staff to find a solution that would safeguard SNC-Lavalin's business interests in Canada".
Opposition Conservative leader Andrew Scheer renewed calls for police to investigate and called SNC-Lavalin a "Liberal" linked corporation that defrauded some of the poorest people on earth.
It is Wilson-Raybould's testimony that on two occasions she warned Trudeau's advisers they were overstepping, but those advisers told Dion that no such objections were raised. Personally, I remain committed to doing politics differently and engaging in important discussions in a way that honours what is best about Canada, to work across party lines and to continue to do the best job I can as the independent member of Parliament for Vancouver Granville.
"Mr. Trudeau's counsel submitted that, in sum, Ms. Wilson-Raybould's decision-making process was inadequate and infected by legal misunderstanding and political motivation", reads Dion's report.
