Dukes said he went outside with his boyfriend and his brother, still wearing his hospital gown and pushing a steroid and antibiotic IV drip.
One of the officers who arrested Mr Dukes wrote that the security officer was wrong in suspecting that the patient was trying to steal the equipment.
The department said it has retained a third-party investigator to "gather the facts, interview all parties involved, and determine whether officers conducted themselves in adherence to department policies and guidelines".
Shaquille Dukes, 24, was walking outside a northern IL hospital in a hospital gown while still attached to an IV machine when he was approached by security, which then prompted an unnecessary confrontation with police that led to his arrest and the arrests of two other men alongside him.
Dukes said the security guard called the police to the hospital.

Police spokesman Dave Bayless said that when the security officer spotted Mr Dukes and the other two men they were no longer on hospital property.
That's when the security guard called for police backup, Dukes told CNN.

The other two men were charged with disorderly conduct as well as resisting a peace officer.
Dukes said during the arrest, his IV was removed and he passed out.
In a statement to ABC News, the Freeport Police chief stood by the actions of his officers.
Dukes said he suffered an asthma attack while officers transported him to the police department and that officers withheld his asthma inhaler from him until they arrived.
Dukes said he was kept in the back of the police auto until paramedics arrived.
Freeport police say their officers acted "the best way they could", but have launched an independent probe.
"Because there was property left at the hospital by Shaquille, specifically a bank card, I believed that Shaquille was probably going to return to the hospital with the IV cart", the officer wrote.
Dukes said he believes the incident should prompt additional sensitivity training for both police and FHN staff.
