While the cause of the collapse was not immediately clear, Mr Evans said there was a "strong possibility" that high winds played a role.
The crane fell onto the Elan City Lights apartment complex, with the worst of the damage on the eastern residential side and a parking garage for the building, Evans said. "Massive crane blew over into my complex".
Evans initially said two people were taken to a hospital but later said the total number of people injured and hospitalized is unknown, according to the Morning News.
"This is a really challenging situation in the sense that I can not personally recall that we've had a crane collapse that involved an already inhabited building", Jason Evans said.
The National Weather Service had reported the crane collapse just after 2 pm (local time) and there were multiple reports of downed trees.
