Last week, MSF suspended its Ebola activities in Katwa and Butembo, in North Kivu province, after successive attacks on the two treatment centres.
The use of police and armed forces to compel people to comply with health measures against Ebola is leading to further alienation of the community and is counterproductive to controlling the epidemic.
Even after almost seven months, she says more than 40 percent of the deaths are still taking place in communities rather than at Ebola treatment centers.

MSF alleged security forces had used "coercion" while overseeing safe burials, tracking contacts and assisting with the admission of patients into treatment centres.
Though the outbreak isn't under control, the ministry said progress so far is remarkable, given population movements and security challenges.
The largest Ebola outbreak to date killed more than 11,000 people in the West African nations of Guinea, Liberia and Sierra Leone between December 2013 and April 2016. "On the other hand, people with Ebola are dying in their communities, and do not trust the Ebola response enough to come forward".

In the past month alone, she said, there had been more than 30 attacks and incidents involving elements of the Ebola response.
A spokeswoman for the DRC's health ministry said there was a "misunderstanding" about the role of security forces in dealing with the outbreak, however, and rejected the MSF's claims as a "gross exaggeration of the situation".
WHO spokesman Tarik Jasarevic, meanwhile, said while it was "not ideal" for security forces to be present at treatment centres or during health workers' visits to the community, "the WHO and partners must keep our workers safe". Local officials, unlike global staffers, did not have the privilege of being evacuated for security reasons, she said.
"We have a striking contradiction", Liu said.
Six more people died from their infections, including 3 in the community and 3 in ETCs, boosting the outbreak's fatality count to 574.
"That means we do not know how they got it", Liu said.
She said aid groups needed to rethink their tactics and offer help in ways that the community would accept, even if it meant helping families to safely care for Ebola patients at home rather than in isolation units.
