China, which is one of the five veto-wielding members of the Security Council, blocked India's efforts in the past to list Azhar as a global terrorist, saying there is not enough evidence against him.
"But I think the reason is that the Indian government always connects one issue, like the Azhar issue, with the whole bilateral relations; they think if China can not resolve this issue, it will affect the whole bilateral relations. We will continue to pursue all available avenues to ensure that terrorist leaders who are involved in heinous attacks on our citizens are brought to justice", the MEA statement asserted.
This is the fourth time China has blocked such a move.
Officially, there is no word on which country has objected to the listing of Masood Azhar, as the proceedings of the UNSC sanctions committee take place behind closed door and are only limited to the member states.
In a statement, the Ministry of External Affairs said Pompeo had expressed his "understanding" of India's concerns regarding cross-border terrorism.
On February 19, a Chinese state-run newspaper reported that India must self-introspect its anti-terrorism policy rather than blaming Pakistan for the Pulwama suicide bombing and China for blocking efforts to list Jaish-e-Mohammed (JeM) chief Masood Azhar as a terrorist without proof.

However, Trump told reporters that like the Singapore summit, Kim had committed not conducting nuclear or ballistic missile tests. This image, captured on March 6, 2019, shows the Sohae Satellite Launch Facility in Tongchang-ri, North Korea.

Former Ohio State coach Meyer joining Fox's studio team
No matter what he's thinking, you know his name will be mentioned as a possibility for any major opening all season long. While ESPN's "College GameDay" has thrived on campuses, FOX's show initially will air from its Los Angeles studio.
"We already stressed China's position on the listing of terrorist organisations and individuals in the UN Security Council 1267 Committee on many occasions", Lu said on Monday.
New Delhi also thanked "all countries who supported the bid to designate Azhar as global terrorist". "Azhar is the founder and the leader of the JeM, and he meets the criteria for designation by the United Nations", Palladino told reporters at his daily news conference.
JeM has however attacked Pakistani military targets and even made an attempt on former leader Pervez Musharraf's life in 2003, despite India's accusations that Pakistan harbours the group.
The request was moved by Britain, France and the United States, while Germany also joined as co-sponsor of the move on Wednesday.
Congressman Brad Sherman described the Chinese move as unacceptable. "This has prevented action by the global community to designate the leader of Jaish-e-Mohammed (JeM), a proscribed and active terrorist organisation which has claimed responsibility for the terrorist attack in Jammu and Kashmir on February 14, 2019", said the MEA press note. "This is unacceptable", he said.
As Indian Air Force jets pounded targets Balakot in February, China had called for calm and had said it was in touch with both India and Pakistan regarding recent tensions. Russia, the other permanent member of the UNSC, also backed the move. If China does not stand in the way today, then it would be a major from the past two decades. "It blocked yet another round of United Nations sanctions on Pakistan-based JeM chief Masood Azhar weeks after the group claimed credit for the deadliest terror attack in Kashmir", Jeff Smith from the Heritage Foundation said.
