There's been word the resolution might not even get a vote in the Democratic-controlled House.
The name, Green New Deal, references the New Deal of the 1930s that President Franklin Roosevelt implemented to aid Americans suffering in the Great Depression by embarking on huge government-led infrastructure projects.
Almost all of the Democratic senators angling for the party's presidential nomination are co-sponsoring the non-binding resolution, including Kamala Harris of California, Elizabeth Warren of Massachusetts, Amy Klobuchar of Minnesota, Kirsten Gillibrand of NY and Cory Booker of New Jersey.
"McConnell thinks he can end all debate on the Green New Deal now and stop this freight train of momentum ... all he's going to do is show just how out of touch Republican politicians are with the American people", she said in a statement.
"For far too long, ideas like a carbon tax or cap-and-trade were touted as the premier solutions to climate change", Ocasio-Cortez said in a series of tweets coinciding with the unveiling of the proposal. "Give everybody an opportunity to go on record", McConnell told reporters.

And an advertisement for season ticket renewals featured Knicks rookie forward Mitchell Robinson guarded by Durant. And, if Kevin Durant is available, the Knicks would gladly welcome him into Madison Square Garden with open arms.
Markey and Rep. Alexandria Ocasio-Cortez of NY led the unveiling of a resolution laying the groundwork for aggressive policy proposals created to combat climate change, which critics argue could be too costly to the economy and in some cases outright not feasible.
Cruz even took shot at phantom provisions that Republicans have said are in the Green New Deal, like when he said "socialist payments and a guaranteed income to people who are quote 'unwilling to work.'.You know, there used to be a term for people who are unwilling to work".
When the resolution came out on Thursday, roughly 65 House Democrats co-sponsored it, while fewer than a dozen senators did the same. "It would mean banning all airplanes", Cruz said.
Have rising sea levels and worsening forest fires convinced the Republican leader to reassess his position on climate change? Ocasio-Cortez has subsequently described the fact sheet, which has been deleted from her website, as a "draft".
Although Markey and Ocasio-Cortez's office subsequently distanced themselves from the memo, Republicans quickly denounced the resolution as a Trojan horse for more controversial, left-wing proposals that are unlikely to garner the same widespread support those outlined in the resolution might. McConnell wants to get Democratic presidential candidates on the record about the controversial, but nevertheless exciting policy moonshot, so that Republicans can hit them with attacks mischaracterizing the deal, as Trump did at his El Paso rally on Monday: "I really don't like their policy of taking away your auto, of taking away your airplane rights, of 'let's hop a train to California, ' of you're not allowed to own cows anymore!"
"To me, this is just so extreme", said John Barrasso of Wyoming.
