Trump and Democrats in Congress have been engaged in a contentious battle over his proposed U.S./Mexico border wall, which would extend all the way from the Pacific Ocean to East Texas.
The original mission, approved by former California Gov.
Newsom's scaling down of the National Guard at the border is a departure from what his predecessor, Gov.
"The border emergency is a manufactured crisis", Newsom is expected to say during his address on Tuesday.
"This whole thing is the theater of the absurd, and California has had enough, and we will not perpetuate it", he said. He said he had yielded because he got the federal government to ante up for it and the members were still supervised by the state.
A majority of the almost 400 National Guard troops now stationed at the California-Mexico border will be leaving, per the order from Newsom. They will focus on transnational crime such as drug and gun smuggling. The order Newsom plans to send Monday will require the guard to immediately begin withdrawing troops but still give it until the end of March to do so. The troops were deployed by her Republican predecessor, Susana Martinez, past year at Trump's request.

Newsom's and Grisham's actions are a fresh, if symbolic, affront to President Donald Trump's description of an immigration crisis on the nation's southern border. "It will not be a mission to round up women and children or detain people escaping violence and seeking a better life".
Brown also ordered that the guard members not enforce immigration laws or participate in the building of a border barrier.
Newsom says he will sign an order to redeploy the troops to support wildfire prevention efforts and expand operations against drug cartels and drug trafficking across California.
U.S. Military troops return from a test deployment with U.S. Customs and Border Protection agents after conducting an exercise at the San Ysidro port of entry with Mexico in San Diego on January 10. They can not act as a police force or make arrests. However, I recognize and appreciate the legitimate concerns of residents and officials in southwestern New Mexico, particularly Hidalgo County, who have asked for our assistance, as migrants and asylum-seekers continue to appear at their doorstep.
After initially praising Brown for agreeing to his deployment request, President Trump then criticized him for not supporting, in his words, a safe and secure border. She and Newsom took office in January. During the gubernatorial campaign, Newsom said he disagreed with Brown's decision.
