There was investigation as well by the Maricopa County Sheriff's Office but after their investigation they concluded that they would not bring forward criminal charges.
One blurred video then aired showing a worker entering the room at the Hacienda Del Sol shelter in Youngtown, Arizona, while shoving and pushing a small child.
The Republic reported that the sheriff's office previously said there were no grounds for a referral to prosecutors, but it reversed course Monday.
Southwest Key did report these incidents in mid-September to local law enforcement as well as federal officials.
Southwest Key closed the Hacienda Del Sol facility in late October after negotiations with state health authorities who were considering revoking the licenses of 13 Southwest Key shelters in Arizona, according to the Arizona Republic. The staff member pauses, then leaves the room as the child retreats into a corner.
One video appears to show a person dragging a child into a room and then shoving the child. Another staff member is seen in the same video dragging and pulling another child across the floor.

The sheriff's department investigated "several allegations of child abuse and assault on minors occurring on September 14th, 17th, and the 21st of 2018", according to a statement from their office. The newspaper said it obtained the video from state DHS under public records law.
"We wholeheartedly welcomed the Office of Refugee Resettlement's decision to suspend operations at Hacienda Del Sol and are working to thoroughly retrain our staff", Southwest Key spokesman Jeff Eller told the Arizona Republic in a statement on October 5.
"After the initial response by patrol deputies, detectives conducted a thorough investigation of all three incidents, including interviewing all involved parties and witnesses, and conducting forensic interviews with the child victims", they wrote.
The Maricopa County Sheriff's Office told CBS News it investigated the incidents and chose to submit the case to the Maricopa County Attorney's Office.
The facility closed a month later, and a source says two staff members were fired.
The US Department of Health and Human Services, which is responsible for the care of immigrant children, said in a statement: "These are vulnerable children in hard circumstances. We are simultaneously engaging the Child Welfare Consulting Partnership to do an independent, top-to bottom review of our processes, procedures, hiring and training in our Arizona shelters", the statement said.
