According to CBC the seals had come to the area as early as October but over recent weeks they have started migrating towards the town, moving into its roads, endangering themselves and residents.

Fitzgerald says residents will be able to call in seal sightings and have officials transport the animals back out to safety.
But along with the eventual plan for the seals, the total number of animals in and around Roddickton is still unclear, said Lloyd Slaney, DFO's director of conservation and protection in N.L.
The publication, citing a Canadian Department of Fisheries and Oceans spokesperson, says the harp seals were likely confused and searching for the ocean after strong winds or a freeze cut off their access to water and left them disoriented.

RCMP were called and moved the seal to the water, but it reappeared the next day on a road not far away.
Seals on the town's roads are a particular concern, she said, after two were found dead yesterday. On Tuesday, police returned one to the ocean but warned people not to approach the creatures. Fitzgerald said a plane from St. John's will fly over the area to assess the situation beyond the town once weather permits.
