The Camp Fire is one of three major fires burning in California.
Gusts of up to 15 miles per hour are possible in and around towns such as Chico and Oroville Sunday morning, but Baruffaldi said the winds should calm by the afternoon.
"The president of the United States is ignorant of the process of forest management and wildfires", he said.
More firefighters were headed to the area, with wind gusts of up to 50mph expected through Monday, raising the risk of conditions similar to those when the fire started on Thursday, the National Weather Service said.
