Trump will ask Congress to gather military and civilians working on space security into a unified command, similar to the military's special forces, he said.
According to Mr Pence, about 60,000 people are now working on space security in the U.S., across various branches of the military and intelligence services.
Vice President Mike Pence said that the United States has flexibility on its military activities in outer space, and refused to rule out the idea that the USA would position nuclear weapons there in the future, saying it would "advance the principle that peace comes through strength".
The National Space Council, a White House advisory panel, will also recommend a review of existing treaty issues, and will unveil proposed legislation for Congress to create and fund a separate space agency to oversee commercial activities, the officials said.

"The National Space Council is making recommendations to the president to essentially begin with establishing a unified space command, much in the way that we established a Special Forces command", he said.
A lack of centralized leadership and accountability threatened US ability to "advance our national security in space", Pence said.
'The time has come to stop studying the problem and start fixing it, ' he said.
The head of the US Air Force said in September that creating a Space Force would cost about US$13 billion (S$18 billion) for a force of 13,000 people in the first five years. "And there are a number of steps that will be launched in the very short term but that will ultimately lead to the launch of a Department of the United States Space Force in the next national Defense Authorization Act", Pence said.
However, he added that, starting next year, the administration trump will start the cooperative work with the Congress over the adoption of the law on the establishment of an independent space force.
