A CPCB-led task force has recommended to Supreme Court-appointed Environment Pollution Control Authority implementation of stringent measures from November 01-10, predicting further deterioration in the air quality ahead of Diwali.
In the United Kingdom, most urban areas have illegal levels of air pollution and ministers have lost three times in the high court after challenges over the inadequacy of their action.
Aside from this, the board-drove team on Friday has made a huge number of proposals to the Environment Pollution (Prevention and Control) Authority (EPCA), including a prohibition on development exercises in the Delhi-NCR area for 10 days and closing down of coal advertisement bio-mass based ventures from November 4-10.
The task force also warned that at the beginning of November the situation might get further deteriorated on account of localised emissions during the festival and the local contribution due to stubble burning.
Stubble-burning is done by farmers, the resultant smoke takes the form of smog when it reaches Delhi and regions around it leading to a spike in air pollution.
According to the Central Pollution Control Board's (CPCB) monitoring station, the major effluent PM2.5 or particles with diameter less than 2.5mm was 1,515 microgrammes per cubic metres at 10 a.m., which dropped to 1,295 units by 3 p.m. and 1,290 units by 6 p.m.in Faridabad.
"Pollution would reduce in the next couple of days if the weather condition remains same". The announcements are the latest in a series of measures meant to combat air pollution, which is expected to enter unhealthy levels from November 1 and possibly turn hazardous over the remaining month - an occurrence that has become an annual affair over recent years.
"If these factors come under control, the air quality automatically improves", he said.

Koreas hold border talks on next steps for military pact
The ministry said that the two Koreas will also withdraw personnel and equipment from the guard posts by the end of November . They then planned to establish a seven-member committee composed of one chairman and vice chairman as well as five members.
The restrictions, suggested to be part of a Graded Response Action Plan (GRAP) which comes in force with abnormal air-quality, will be implemented by the EPCA.
"One strong wind is enough for dispersion of entire pollutants load".
While the Air Quality Index (AQI) of Delhi was 366 on a scale of 0 to 500, considered "very-poor", the same was 415 in Ghaziabad and 403 in Gurugram - both signifying "severe".
It has forecast even worse indices for Sunday - 359 (PM10) and 211 (PM2.5).
Meanwhile, SAFAR also gave a health advisory to public due to increasing pollution levels.
Health experts with the task force have also recommended encouraging people to avoid prolonged exposure during the period to avoid health issues.
It also recommended people to go for shorter walks instead of jogs, keeping windows closed and wearing masks while stepping outside.
