In Italy, where Venice was inundated by near-record flooding and ferocious storms drove high winds reaching up to 180kmh, authorities announced a further six deaths, after confirming five people had died on Monday.
In the northern, canal-ringed city of Venice, rain-soaked tourists were barred from St. Mark's Square on Monday as local authorities said the "acqua alta" (high water) peaked at 156 centimeters (61 inches).
Ten people have died in the west and north of the country.
Runners in Sunday's Venice Marathon were undeterred as they splashed their way through ankle-deep water.
In Venice, welly-clad tourists could be seen using raised walkways or wading through knee-high waters in normally bustling areas.
"All of Veneto is in code red alarm for this wave of bad weather", said Luca Zaia, the regional president, warning that conditions could match historic flood levels of 1966.

The high winds created an exceptional tide in Venice, covering three-quarters of the city for the first time in a decade. Transport officials closed the water bus system except to outlying islands due to the emergency. The peak level was the highest since December 2008, according to Venice statistics.
Venice Mayor Luigi Brugnaro said a series of underwater barriers that are being erected in the lagoon would have prevented the inundation. The project, nicknamed Moses, has been delayed due to cost overruns and corruption scandals. Residents and businesses typically reinforce doors with metal or wooden panels to prevent water from entering bottom floors.
At least 11 people have been killed over two days in Italy after much of the country was hit by heavy rain and high winds.
The other fatalities occurred in Naples, Liguria, Lazio and Veneto, where authorities found a 61-year-old man whose body had been swept more than a kilometer (half a mile) away from his vehicle.
Almost all of northern Italy was on alert due to the violent storms with wind gusts up to 100 kilometres per hour and the rainfall in some places equivalent to the amount of rain that falls over several months.
The Interior Ministry urged officials in storm-struck regions, about half of the country, to consider closing schools and offices for a second day on Tuesday.
