Residents of the Carolinas struggled to return to normalcy on Tuesday after taking a beating from Hurricane Florence, but their efforts were hindered by standing water and additional flooding expected from already swollen rivers.
A one-year-old boy is the youngest victim to have been killed by the storm after he fell out of his mother's hands near Charlotte, North Carolina.
Rescue teams searched overnight for a 1-year-old boy swept away outside Charlotte, North Carolina, after rushing water pushed his mother's auto off the road, the Union County Sheriff's Office said on Facebook.
"I think the next 48 hours are going to be incredibly critical", he said. "No more water, not even a drop, please".
Utility crews from multiple states worked to restore power, and outages were down from a high of more than 900,000 to about 320,000 homes and businesses, almost all in North Carolina.

Heavy rain will cause urban and small stream flooding in communities including Portsmouth, Hampton, Kittery, Greenland, Seabrook, Rye, Newington, Stratham, Hampton Falls, North Hampton, and New Castle. "We had flooding from the storm surge that people in the southeastern part of the state experienced along with significant flash flooding", North Carolina Governor Roy Cooper said.
Officials said Monday evening that 32 deaths have resulted from Florence.
