At the same time, the European Union official said, Juncker would note that Britain and the European Union have cooperated closely on global issues, including in recent disputes with Russian Federation and with the United States over trade and climate change policy, and he would repeat Brussels' offer to continue such a close partnership.
In another part of his speech, Mr Juncker called for reform in how the European Union deals with immigration, which has been politically hard in several European Union countries.
"I would hope that with something like this there would be a common sense approach and no time difference on the island", she said.
Emphasizing the strength of a unified Europe, Juncker used his State of the Union Address to look beyond the bloc, as far as outer space, praising the success of the Galileo space program, saying: "No single Member State could have put 26 satellites in orbit, for the benefit of 400 million users worldwide".

The Commission has already started a rule-of-law procedure, called Article 7, against Poland because of concerns over the independence of the country's judiciary.
