At first, the drug Nalaxone - used to treat narcotic overdoses - appeared not to work.
The patients included people of various ages and demographics, Alston said. "It's a nationwide problem that people are self-medicating for several different reasons, and every agency - police, fire, medical hospitals - all are strained at this time". Although there have been no deaths, at least two people suffered life-threatening symptoms, according to authorities.
One of the other men arrested, Felix Melendez, 37, was charged with drug crimes during the investigation, but Campbell said it hadn't been determined whether he was connected to the overdoses.
The exact cause of the overdoses has not been confirmed, but officials suspect that synthetic cannabinoids, also called K2 or spice, are the culprit. One person had to be transported three times over the course of the day, he said.
The overdoses continued late into Wednesday night.
The latest incident in CT comes as new preliminary estimates on 2017 overdose deaths were released by the Centers for Disease Control and Prevention.
At least 76 people overdosed on K2 in a New Haven city park over a 24-hour period.
Overdose deaths involving synthetic opioids rose sharply, while fatalities from heroin, prescription opioid pills and methadone fell, according to the C.D.C. estimates. The city also saw more than a dozen synthetic marijuana overdoses in late January.

When the number was at 30 overdoses, the police chief told WVIT to warn residents: "Do not come down to the Green and purchase this K2".
"Even while we were trying to return people to service, they were passing victims on the ground", Alston said.
"People smoked it, ingested it in some way, went down very fast, nearly right in their tracks".
Emergency responders treated most of the victims with naloxone, which reverses the effects of the drug. Emergency responders rushed to one victim as officials were giving a news conference nearby on Wednesday morning.
Gov. Dannel P. Malloy said the substance behind the overdoses is highly risky and must be avoided.
This isn't the first time the city has seen a mass-overdose - a New Haven man pleaded guilty to charges in connection with overdoses of more than a dozen people in June 2016. The problem is widespread and considered by the Department of Health and Human Services a national public health emergency.
The slew of overdoses comes as the Centers for Disease Control (CDC) published a preliminary report on Wednesday on the record number of American drug deaths.
"We want people to be warned that what they have could be extremely risky and they should not use it", he said.
