A Chicago woman became the center of a national controversy in the US during the summer of 2018, after she posted a video online showing a man berating her in a public park because she was wearing a t-shirt bearing the flag of Puerto Rico - all while a local police officer stood by, unresponsive to her pleas for assistance.
Cook County Forest Preserve District Police Chief Kelvin Pope said that Officer Patrick Connor shared his thoughts in a face-to-face conversation Wednesday while Connor turned in his resignation.
He stepped down on Wednesday and police say they are continuing to investigate the incident. By contrast, county officials praised the woman in the video as a role model for her composure under intense, racially-charged pressure.
"But that isn't where our work ends", they said in a statement, adding: "We are further addressing aspects of this incident".
At the hearing, Connor would have had to clarify why he didn't respond to Irizarry's pleas for help as 62-year-old Timothy Trybus berated her.

'Are you educated?' Trybus asks her in the clip. Then you should not be wearing that. Irizarry can be heard asking the park police officer, identified as Connor, for help, and telling him she is uncomfortable.
The incident was condemned by Puerto Rico Governor Ricardo Rossello, who said he was "appalled, shocked and disturbed" by the officer's behavior.
"You should not be wearing that shirt in the United States of America". Are you a citizen?' She said the group politely complied but her Puerto Rico shirt appeared to act as a trigger to the man.
On the video, Connor tells Irizarry he didn't think she was in danger.

But the officer continues to do nothing or even move closer to Irizzary as the man continues to approach her.
Eventually, more officers arrived and Trybus was arrested on charges of assault and disorderly conduct. In the background, a police officer is standing outside the park pavilion.
Irizarry spoke to the Puerto Rican Cultural Center earlier this week.
'We will be looking into this incident as our offices in DC are in contact with local and state authorities, demanding that this officer be expelled from the police force, ' Rosello tweeted on Tuesday.
"He failed to de-escalate the situation and therefore did not ensure a citizen's safety".
Trybus is scheduled for his first court appearance August 1, the Cook County Circuit Court said.
