The 31-year-old has spent the last two seasons on loan - firstly at Italian club Torino and last year at West Ham United.
That effort was unsuccessful as Hart was left out of the squad, despite featuring heavily in qualifying.
"I did what I did in the previous two seasons because I needed to play to be involved in the World Cup - and look where that got me".
"I need to go somewhere permanent, I think that's obvious", he said.

He also lost his spot as England's No. 1 in November and was then left out of Gareth Southgate's squad altogether for Russian Federation 2018.
However, a costly error in England's defeat against Iceland at the 2016 European Championships in France, as well as a drop in form in his subsequent loan moves, has seen Hart's reputation called into question.
He instead took Jack Butland and Nick Pope to Russian Federation as back-up for Everton stopper Jordan Pickford - the ex-Sunderland goalkeeper turned a lot of heads with a string of impressive displays en route to England's fourth-placed finish.
Goalkeeper Joe Hart, whose future remains up in the air, was given a run out in the second half by Guardiola, as was the winger Leroy Sané, who was surprisingly left out of Germany's World Cup squad.
The shotstopper also reiterated his desire to play for England again and add to his 75 caps.
"Of course, we prefer to win the game but we know what is going to happen in pre-season", Guardiola told reporters.
"At the same time, I'm realistic about what's gone on and what the people who count think of me and I have to change those opinions".
