The Indian government has thrown its weight behind a free and open internet, stating that the internet is an open platform that must not be controlled by any entity that could compromise the availability of content to any consumer by "data discrimination".
Net neutrality means service providers have to treat all traffic equally on internet, and keep the charges same on content.
"Now the ISPs will not be able to engage in practices such as slowing down, blocking, degrading, or granting preferential speeds or treatment to any content".
Telecom secretary Aruna Sundararajan said all the recommendations of the Telecom Regulatory Authority (Trai) on core principles have been accepted, except in the case of some critical categories of services.
The draft Telecom policy, however, keeps certain Internet of Things services such as autonomous vehicles and digital healthcare outside the ambit of these rules.
A committee has been set up by the Department of Telecom (DoT) to examine what will be termed as critical service.
After widespread complaints, the DoT wrote to the Telecom Regulatory Authority of India (TRAI) in 2016 to seek its suggestions. TRAI head RS Sharma compared these services to ambulances, saying that they can legally disobey traffic rules or enjoy priority status to maintain service quality. The US Federal Communications (FCC) disapproved net neutrality in November 2017. This lead to the BBC calling India's internet policies "the world's most progressive policy on equal internet access for all". "If their Internet habits do not change dramatically, the increase of low-priced unlimited data plan subscribers would have a very limited impact on the overall service quality experienced by all users", the commission said.

The draft of the policy, brought out in May, proposed to address the problems of the sector and enhance ease of doing business by reviewing licence fees, spectrum usage charges and universal service obligation fund levy - all of which add to the cost of telecom services.
Relevant regulations would be amended to require all telecoms to disclose the Internet download speeds of their services, as well as the conditions under which certain services are provided, the commission said.
