The feature, which you'll find in iOS 11.4.1, locks down the data connection over the Lightning port one hour after the last time your iOS device is unlocked. That seems to be the case for Apple's latest controversial security feature which was initially expected for iOS 12 in a few months. But while it's created to keep out hackers, it now has a bug that would render that feature nearly moot.
"What we discovered is that iOS will reset the USB Restrictive Mode countdown timer even if one connects the iPhone to an untrusted USB accessory", Afonin said. Those tools end up in lawmakers' hands but, potentially, criminals as well. As now implemented, the feature is even more restrictive: When turned on, it will "prevent USB accessories from connecting when your [iPhone/iPad] has been locked for more than an hour".
You'll now find a toggle switch labeled "USB Accessories" in the Touch ID & Passcode section of the Settings app labeled "USB Accessories". Significant but not listed: USB Restricted Mode, a change originally included in the iOS 12 beta that makes it more hard for anyone, including authorities, to break into the iPhone through the Lightning port.
Apple curiously didn't include the security in the release notes, probably to not alert "interested parties".

This is, of course, most likely just an oversight rather than a hidden (mis) feature.
If however someone does get to a phone within that hour period, they can shove in a USB accessory and prevent the smartphone from going into restricted mode until they have a chance to attach a cracking box later on.
While Apple has been testing it since the later beta versions of iOS 11.4, with the release of iOS 11.4.1, USB Restricted Mode is now available to the iPhone-using public at large.
