The US failed to win enough votes in its proposal to amendment a resolution, which would condemn Hamas for inciting violence.
The General Assembly last held a similarly contentious vote on the Israeli-Palestinian conflict in December, when it rejected President Donald Trump´s decision to recognize Jerusalem as Israel´s capital and move the United States embassy there.
The draft General Assembly resolution calls for "immediate steps towards ending the closure and the restrictions imposed by Israel on movement and access into and out of the Gaza Strip".
The U.N. General Assembly has approved a Palestinian-backed resolution blaming Israel for violence in Gaza after narrowly rejecting a USA demand to add an amendment condemning attacks on Israel by Gaza's Hamas rulers.
"We had more countries on the right side than the wrong side", Haley said in a statement. He called the USA amendment a "bad-faith attempt" to shift the focus away from "the core objective of protecting civilians and upholding global law".
The resolution was adopted by a vote of 120 to 8, with 45 abstentions in the 193-nation assembly. "It blames everything on Israel", Haley said. A USA amendment to condemn Hamas did not get enough support.

Palestinian Ambassador Riyad Mansour said Tuesday night that he is lobbying 191 member states - all but the USA and Israel - and expects to win.
Haley said in a statement afterward that "in the face of Hamas terrorists routinely inciting violence. today the United Nations made the morally bankrupt judgment that the recent Gaza violence is all Israel's fault". "Is that a crime to ask for?" he said.
Haley's comments came as the USA blocked a Security Council resolution calling for a probe into the violence.
"We can not remain silent in the face of the most violent crimes and human rights violations being systematically perpetrated against our people", Mansour said.
While resolutions in the General Assembly are not legally binding, they carry political implication that can spark global action.
The Palestinians' U.N. ambassador is urging the General Assembly to adopt a resolution to address escalating violence in Gaza and "the crisis" of protecting civilians following the killing of more than 120 Palestinians by Israeli military fire. The US, Israel, Australia, Marshall Islands, Micronesia, Nauru, Togo and the Solomon Islands voted against the measure.
The United Nations overwhelmingly voted in favor of a resolution on Wednesday condemning Israel for using "excessive, disproportionate and indiscriminate" force in Gaza following several fatal clashes along Israel's border in recent weeks.
The General Assembly largely ignored Trump's threats at the time to cut off aid to any country that went against the USA and voted 128-9 to denounce the president's recognition of Jerusalem as Israel's capital and declare it "null and void".
