The "We'll stop" text appears to relate more to the Russian Federation probe than the Hillary Clinton investigation, but it's curious that Horowitz included it here - and then concluded that political bias wasn't evident in this investigation.
Strzok and Page would later be removed from the investigation over the text messages, which were obtained by internal investigators.
According to Bloomberg, Horowitz's report did not find that Comey acted with "political bias".
The report's findings are set to be made public later Thursday.
