The embattled EPA head remains a Trump favorite despite the ethical clouds gathering around his time in office because he has aggressively reversed environmental controls enacted by President Barack Obama, and made decisions favored by fossil fuel and mining interests, deep-pocketed supporters of the president.

Other recently disclosed examples of the Pruitt seeking special treatment include his repeated use of first-class air travel, luxury hotel suits and directing his security staff to use lights and sirens to speed through Washington traffic to dinner reservations. Pruitt and his wife ultimately selected an apartment Hupp found, but then moved out soon after because "they were not comfortable in the area", Hupp said.

Hupp said that over the course of her work for Pruitt - which began when she worked for his political action committee - they became friends and have met socially outside of work. Hupp is one of several employees in Pruitt's inner circle who came with him from Oklahoma and is one of the women who received the controversial pay raise that Pruitt had to rescind after denying he knew the details.

A committee spokeswoman said the panel "has conducted several transcribed interviews and obtained 2,350 pages of documents as part of our investigation into mismanagement and spending at the EPA", adding, "This month, the Committee will interview additional witnesses and receive additional document productions".
The Oversight Committee is conducting a probe of several spending and management decisions Pruitt has made since taking the helm of the EPA, including his decision to travel first-class as a security precaution until earlier this year and an unusual rental arrangement he struck with a Washington lobbyist early last year, in which he paid $50 a night to stay at her Capitol Hill condo for almost six months, but only on the nights when he slept there.
"Selectively releasing portions of witness interview transcripts damages the credibility of our investigation and discourages future witnesses from coming forward", said Amanda Gonzalez, Gowdy's spokeswoman. Wilcox told the Times that Pruitt paid the billionaire in cash and that there was no receipt.
