Notified on January 16, 2014, the Lokpal and Lokayuktas Act, 2013, has been hanging fire as the Narendra Modi government refused to constitute it on the ground that there was no leader of the Opposition in the Lok Sabha.
He said senior advocate P.P. Rao was appointed as an eminent jurist in the panel, but the post became vacant after he passed away previous year. The 2013 statute includes the Leader of the Opposition as a member of the selection committee. He had quit in June past year. However, it stopped short of passing any directions for completing the process.

On April 17, the court had hoped that the appointment of the Lokpal "will be made at the earliest possible".
